Public universities in Egypt are institutions with multi-layered corruption – from sexual harassment to nepotism. The Daily News Egypt was intrigued by a recent corruption case in Ain Shams University and decided to look into the different forms of corruption directed at students at public universities. Students recount their experiences with corruption and propose solutions.

University education in Africa is regarded as key to a better future, and has the potential to provide the tools that people need to improve livelihoods and live with dignity. But according to Transparency International, systemic corruption is eroding benefits that could be accrued from higher education.

Global Corruption Report: Education, released on 1st October, argues that corruption has not just raised the cost of higher education but has also hindered socio-economic progress in many African countries by diminishing the quality of university education.

The Malaysian government announced the allocation of seats at public universities last week, and it sparked uproar among ethnic Chinese and Indians. A ruling by India's Supreme Court that appointments for highly specialised teaching positions in medical colleges cannot be subject to affirmative action caste-based quotas has led to a political uproar that has disrupted the current session of parliament, where a number of higher education bills are pending. The issue of caste reservations is highly political, with elections due in five states and national elections scheduled for 2013.

The Department of Special Investigation (DSI) has opened a probe of World Peace University, which seems to grant honorary degrees in exchange for money, a practice the "university" insists is ethical and legal. The DSI said it received a complaint that the operation of World Peace cheats the public, with awards of degrees without normal university merit.

The medical education sector in the state has turned out to be a platform for corruption. Critics have urged the government to ensure that the MBBS seats are allotted to those who have cleared the National Entrance-cum-Eligibility Test (NEET). They also urged the state government to frame a common policy on medical education.

Police are investigating an Indian university suspected of issuing fake PhDs after it awarded more than 400 doctorates in a single year. They have arrested four senior officials from CMJ University in the northeastern state of Meghalaya on suspicion of fraud and forgery and are hunting for the chancellor, who has fled.
