Zimbabwean police arrested the Higher Education, Science and Technology Minister and his deputy on Wednesday for allegedly misappropriating around US$450,000 from a manpower development fund that finances students, among other activities. The politicians were questioned and released. Days before his arrest the minister – a former politics professor at the University of Zimbabwe and researcher at the University of the Witwatersrand in South Africa, which accused him of embezzling research funds – issued a statement denying any wrongdoing.

Zimbabwe’s Higher Education, Science and Technology Minister is facing a probe over the alleged abuse of approximately US$450,000 meant for students in a development that has seen students calling for him to pay back the money and resign. According to a charge sheet prepared by the anti-graft commission, the minister is alleged to have used part of the money to fund cronies in his constituency as part of a bid to regain his seat in the 2018 general elections. His deputy, is alleged to have formed a company that benefitted from the student funds as universities were directed to buy equipment from his firm.

The Sindh Chief Minister told the Sindh assembly that they are taking steps to improve the education sector with emphasis to make exam result system free from corruption. He was responding to a call attention notice of a Pakistan lawmaker who asked why no action was taken by the government after the anti-corruption department raided the education boards in Karachi due to accusation of result tempering and embezzlement of public money.

The Senior Staff Association of Nigeria Universities (SSANU) has accused Pro-Chancellors and Vice Chancellors of Nigerian universities of corruption and running the nation’s ivory tower aground through fraudulent activities, diversion of funds and awarding shady contracts. Rising from its National Executive Council meeting, the Union asked the President to beam his anti-corruption searchlight on the Vice Chancellors and the governing council of the universities if the anti-corruption battle is to succeed.

The Government has set up a new audit body to crack down on corruption in schools. The body to be known as Directorate of School Audit (DSA) will be tasked with scrutinising the use of the billions of shillings sent to schools. According to the Education Principal Secretary, DSA will examine books of accounts to identify the expenditure leakages and report back to the ministry. School heads found to have presided over theft or misuse of the money will be forced to bear the responsibility.

Rorya District Executive Director (DED), has underscored the need for various schools in the country to acquire some skills on the recently introduced Procurement ACT to enable them follow thoroughly the procurement procedures and avert public funds embezzlement. The call was echoed by the DED in a full council meeting whereby the session was informed that over 100m/- allocated to Buturi Secondary School had been embezzled and so far no arrest had been made.

In one week at the end of 2015, five presidents or senior vice-presidents of four of Beijing’s most prestigious universities were punished or penalised for violating laws and Communist Party regulations on embezzlement and corruption. In 2015, a total of 52 members of senior management at universities and scholars were reprimanded on similar charges by the Party’s Central Commission for Discipline Inspection, or CCDI, as part of an anti-corruption campaign in universities that started in 2013.

A Chinese university president was sentenced a lifetime in jail for taking bribes and embezzlement in a court in Southeast Jianxi Province on Tuesday, according to Xinhua. So far this year, 32 university officials have been accused of taking bribes or other. In November, eight school leaders, including the president of the elite Communication University of China in Beijing were removed from their jobs for corruption.

A report by the Joint Legislative Public Account Committee (PAC) has linked a former Minister of Education and his deputy to misapplication of US$60,493 during their tenure at the Ministry of Education. The money, according to the report, was intended for the Government of Liberia Free and Compulsory Primary Education program.
