A recent surge in examination malpractice cases in Uganda, encompassing 25 reported incidents within the Uganda Certificate of Education (UCE) and Primary Leaving Examination (PLE), has prompted police investigations. Among these cases, 10 pertain to UCE, while 15 are associated with PLE. While some suspects have been granted police bond during ongoing inquiries, the Kisugu High School's director faces serious charges under the UNEB Act for unlawfully confining candidates and disrupting an examination.

The Ministry of Education has suspended the recruitment and transfer of new staff in all government schools until a national public service payroll audit is completed. Teachers will have to be physically verified by the office of the Auditor General and those absent will not be counted. The Education Service Commission said that in October 2022 the government payroll had over 1, 000 ghost teachers.

A new report by the Education Service Commission (ESC) has revealed that since 2003, 1,000 ghost teachers have been on the government payroll. Over 600 ‘ghost teachers’ from various secondary schools and tertiary institutions accessed the payroll with fake appointment letters signed by officials, while 400 teachers lacked practising licences. The report says that in few schools, appointed teachers were not teaching but sub-contracted private teachers to perform their duties.

Ugandan police have made no arrests among the 88 suspects – some of them alleged to be politicians and business people – implicated in the altering or forging of marks at Makerere University, months after university officials reported the offences. Up to 69 degrees are to be cancelled at Makerere University following the findings of a university audit initiated in September. The audit report, which is not available to the public, has revealed that results were altered at senate level after lecturers and college and school registrars made their submissions.

The Ministry of Education has said it is overwhelmed by the number of teachers who gained employment using forged documents. The Director of Basic Education said that a survey found that all districts in Eastern Uganda have several cases of forgeries. The same has been discovered in the Central region as investigations continue in other parts of the country.

A survey conducted by Transparency International in Ghana, Madagascar, Morocco, Niger, Senegal, Sierra Leone and Uganda covered different actors in the education system. The reports highlight the lack of budget information in schools and call for strengthened regulation and accountability, as well as greater involvement of school communities and parents.
