The rampant corruption and nepotism in appointing and promoting teachers at public universities of the country are alarming. Vice-chancellors or influential teachers use their political power to put pressure on selection committees and unions for the appointment of candidates of their choice as teachers, in violation of established standards, rules and regulations. To promote teachers based on merit at the 46 public universities, UGC submitted a draft policy to the education ministry spelling out the minimum qualifications for the appointment and promotion of public university teachers.

The principal of Zakir Husail Delhi College has been promoted to his current designation through dubious and fraudulent means. To meet the eligibility to the post of principal, he plagiarized his work, copied full papers of other authors without mentioning or giving credit. A letter of complaint signed by several academic council members has sent to University Grants Commission.

A major police investigation has been underway since August 2018 after serious concerns about the school’s finances and allegations of nepotism were referred by the Department of Education. According to the Financial and Cyber Crime Group, they misused $4.6 million from a private school south of Brisbane to buy expensive art and finance luxury trips to Europe and Asia.

The police accused of corruption and cheating the chairperson in the Haryana State Higher Education, an autonomous body created to promote academic excellence in the state. The main allegations against him include the appointment of staff in the university against the norms, opening of new educational centres, which were not required, extending favouritism, illegal withdrawal of university funds and spending the same on family’s personal expenses by misusing his official position.

A Guwahati-based private company employee paid Rs 80,000 to a relative of his who works in the Directorate of Elementary Education to get his wife transferred to Guwahati. On the other hand, a female lower primary school teacher who holds a permanent job and works in a different school has been tired of applying for her transfer to Guwahati for the last five years through the legal process while her transfer remains pending. According to a secondary school teacher, any transfer request is processed in Guwahati only after paying bribes.

16 pilots and 65 crew members of the national airline have been suspended by the Pakistan authorities for possessing fake degrees. On 29 December, a chairman of the Senate Committee, strongly opposed the pilots and cabin crew’s dismissal and suggested that the salaries of the culprits be reduced instead of firing them. The issue of who is responsible has become politicized. It seems that many pilots and cabin crews with fake academic degrees obtained their degrees through political connections. The fake degrees issue has been in the limelight in the country since 2010, as many parliamentarians faked their academic qualifications to be eligible to contest elections when a new rule made it compulsory for candidates to possess a bachelor degree.

Tajikistan has been hit by a huge fake dissertation scandal that reaches all the way up to the highest echelons of government. Russian networking community Dissernet (in Russian) has revealed that more than 25 doctoral dissertations from Tajikistan defended between 2004 and 2015 contained significant elements of plagiarism. Included in the blacklist are high-ranking government figures such as the first deputy prime minister who is a close relative of the country’s longstanding president.

The Supreme Court of Pakistan last week ordered the removal of a number of university vice-chancellors because they were appointed in violation of the merit-based system. In stern remarks on 22 April over the appointment of vice-chancellors in Punjab province, Pakistan’s Chief Justice said “The Supreme Court cannot tolerate any appointment without transparency as the state of education in the province is in complete disarray,” and that the appointments were not the most senior professors but had close links with government circles.
