The Director of the now-closed Christian University of Rwanda and the former Prime minister received a three-year jail sentence and a fine of RWF892.2 million (US$907,000) after he was found guilty of issuing cheques that bounced and for failing to pay the teaching and administrative staff. The Rwanda Investigation Bureau also arrested the former vice-Chancellor of the University of Kibungo for alleged nepotism and mismanagement of the university’s finances.

Two vice-chancellors and a former Rwandan prime minister were accused of nepotism and mismanagement of university finances. Three private universities were shut down by the Ministry of Education from 1 July 2020 after failing to meet education quality standards and to pay staff, despite strict rules for students who are required to pay fees before being admitted. The Higher Education Council will continue to evaluate institutions regularly and take action against universities with similar cases before schools reopen in September.

The FBI arrested the former education secretary along with six people engaged in a public corruption campaign from which they profited at the expense of the Puerto Rico citizens and students. The alleged fraud involved $15.5 million in federal money spent between 2017 and 2019. The education secretary is accused of steering contracts toward her friends without going through regular procedures.

The police accused of corruption and cheating the chairperson in the Haryana State Higher Education, an autonomous body created to promote academic excellence in the state. The main allegations against him include the appointment of staff in the university against the norms, opening of new educational centres, which were not required, extending favouritism, illegal withdrawal of university funds and spending the same on family’s personal expenses by misusing his official position.

There have been issues of cronyism, nepotism, and corruption in the Ministry of Education, subject to performance audits focused on adherence to the Government’s procurement guidelines and contracts management. According to the opposition leader, the allegations are related to the misuse of public funds and to the “politically connected” persons who have been employed by the education ministry as advisers, “but are not doing any work”.

16 pilots and 65 crew members of the national airline have been suspended by the Pakistan authorities for possessing fake degrees. On 29 December, a chairman of the Senate Committee, strongly opposed the pilots and cabin crew’s dismissal and suggested that the salaries of the culprits be reduced instead of firing them. The issue of who is responsible has become politicized. It seems that many pilots and cabin crews with fake academic degrees obtained their degrees through political connections. The fake degrees issue has been in the limelight in the country since 2010, as many parliamentarians faked their academic qualifications to be eligible to contest elections when a new rule made it compulsory for candidates to possess a bachelor degree.

Tajikistan has been hit by a huge fake dissertation scandal that reaches all the way up to the highest echelons of government. Russian networking community Dissernet (in Russian) has revealed that more than 25 doctoral dissertations from Tajikistan defended between 2004 and 2015 contained significant elements of plagiarism. Included in the blacklist are high-ranking government figures such as the first deputy prime minister who is a close relative of the country’s longstanding president.

The Supreme Court of Pakistan last week ordered the removal of a number of university vice-chancellors because they were appointed in violation of the merit-based system. In stern remarks on 22 April over the appointment of vice-chancellors in Punjab province, Pakistan’s Chief Justice said “The Supreme Court cannot tolerate any appointment without transparency as the state of education in the province is in complete disarray,” and that the appointments were not the most senior professors but had close links with government circles.

Education Minister this morning made her first pretrial appearance in the Windhoek High Court in the case in which she is facing a charge of corruption. She is due to be prosecuted on allegations that she corruptly used her office as Hardap governor in December 2014 to place the names of two of her family members on a list of beneficiaries for the mass housing development programme at Mariental.
