The Higher Education Department in Bhubaneswar has discovered several colleges admitting students for the 2023-24 academic session without valid recognition, violating the Odisha Education Act of 1969. Despite the provision of temporary recognition for a cumulative duration of seven years, these colleges continue to operate without proper authorization. The Department has directed regional directors of education to compile a comprehensive list of such institutions. Meanwhile, in Uttar Pradesh, the Education Department has successfully improved attendance in Kasturba Gandhi Balika Vidyalayas through the use of face-recognition technology, addressing issues of ghost students and proxy teachers.

In the book "Corruption in Higher Education: Global Challenges and Responses," 34 experts shed light on various corruption issues in higher education: contract cheating and outsourcing assignments; ambivalent hiring processes; fake universities that take various forms, from profit-driven schemes to students buying degrees without fulfilling obligations; corruption research involves scholars, administrators, and agencies, united against academic corruption. Sindh Education Department has launched an investigation after a primary school teacher in Pakistan was granted maternity leave three times in a single year. Corruption and negligence in the Government education sector are widespread in Sindh with many cases of ghost schools and teachers. A video revealed a state primary school in Mirpurkhas only existed on paper. Salaries were disbursed monthly to fictitious faculty, while the school grounds housed animals.

Investigations carried out by the State Anti-Corruption and Vigilance Bureau have revealed cases of corruption within the offices of the Department of Education, particularly in relation to the appointment of teaching and non-teaching staff in government-aided public schools, the payment of subsidies for management purposes, the creation of new unauthorized posts, the fixing of salaries, retirement benefits and the granting of leave. Since 2018, management appointments for non-existent vacancies have been illegally validated. In addition, government-approved orders for posts in aided schools have been deliberately delayed due to non-payment of bribes.

The Ministry of Education has suspended the recruitment and transfer of new staff in all government schools until a national public service payroll audit is completed. Teachers will have to be physically verified by the office of the Auditor General and those absent will not be counted. The Education Service Commission said that in October 2022 the government payroll had over 1, 000 ghost teachers.

The Sindh education department dismissed eight teachers at different public schools over their absence from their jobs for the past two years. Although they had been living abroad, they kept drawing salaries from their institutions. The education officers are trying to identify more ghost teachers to improve the education system in Sindh.

Borno State Governor has ordered a review of the primary school teachers’ verification exercise conducted in December 2020, which found 7,794 ghost teachers, after the Nigerian Union Teachers (NUT) complained that 624 teachers have been wrongly included in the ghost workers’ list. A Committee will review two reports submitted to the Governor on teachers’ verification and a Biometric Data Capture of local government Staff and Local Education Authorities.

The education department has released a list of ghost employees at different schools in the region, following which 79 employees will be suspended. These employees include 8 high school teachers, 8 junior schoolteachers, 10 primary school teachers, 4 Sindhi language teachers and 2 headmasters, as well as non-teaching staff. The Sindh Education Department said that all the employees belonging to schools in Karachi have been absent from school for 8 months but were receiving a salary.

A new report by the Education Service Commission (ESC) has revealed that since 2003, 1,000 ghost teachers have been on the government payroll. Over 600 ‘ghost teachers’ from various secondary schools and tertiary institutions accessed the payroll with fake appointment letters signed by officials, while 400 teachers lacked practising licences. The report says that in few schools, appointed teachers were not teaching but sub-contracted private teachers to perform their duties.

The Lieutenant Governor of Delhi recently granted permission to the Anti-Corruption Branch to conduct an investigation against four serving and retired vice-principals of Delhi government schools under the Directorate of Education who allegedly paid salaries in the name of 'ghost guest teachers'. An audit carried out in 2018 observed that salaries were paid to individuals who did not work for the school, including the wife of a vice-principal.
