Two teachers have been arrested after practicing at Seme Secondary school for eight and two years’ respectively. They got their jobs by using fake qualifications. It is said that the Mpumalanga Department of Education suffered a combined loss of more than R2.4m. The department apparently became suspicious about their qualifications in 2017 and asked them to resubmit their qualifications. The two will return to the Volkrust Regional Court on February 6.

Ghost teachers and ghost schools are a burden on the education system in rural areas of Balochistan and the government needs to take concrete steps to repair the damage that is caused to its children and their future. Most public schools lack basic facilities like boundary walls, chairs, toilets, clean drinking water, electricity, and even teachers, not to mention the absence of study material like course-books and other infrastructural needs. Authorities continue to pay teachers despite their wilful absence and a great number of them are hired based on political affiliation rather than their qualification and educational achievements.

According to Transparency International, 66 per cent of the money Nigerian governments allocate to education is stolen by corrupt officials. Resource misallocation, corrupt procurement, exchange of sex for grades, examination malpractices, fake qualifications, teacher absenteeism, and corrupt recruitment practices are just some examples of the challenges the education systems is facing. This affects the quality of education, inclusion and learning outcomes with devastating consequences for national economic growth.

The African Union report shows that at least 57 percent of people who make contact with schools in Malawi pay bribes. Informal payments threaten children’s rights and welfare. For example, informal charges by teachers for teaching, and for additional items such as school meals, books, uniforms or exams can drive poorer students in particular to miss school. In addition, the acquisition of fake or fraudulent qualifications affect the learning outcomes of children.

Sindh Anti-Corruption Establishment has found corruption and misuse of authority in Sindh Education Department district Jacobabad involving illegal inducting of hundreds of fake teachers, getting illegal financial benefits in the name of fake employees’ retirement, pension and death claims from department and life insurance company. The investigation continues after the fraud of millions of rupees has been reported, as well as the illegal role and abuse of authority from officers of the Education and Finance Departments.

The elementary and secondary education department has terminated the services of 104 teachers and other employees in the merged tribal districts for securing jobs on fake degrees or absenting themselves from duty for a long time during the last two decades. The department of education will examine the academic degrees and certificates of all employees in tribal districts.

Education Department officials in northern Balkh province announced that ghost teachers and other employees appointed based on fraud and forgery would no longer receive pay and other privileges. 14 925 teachers and workers have been covered since the introduction of the biometric system, and from now on salaries will be paid upon completing legal procedures.

Renewal or continuation of engineering courses across India depends on All India Council of Technical Education’s (AICTE) approval of information provided by colleges. As the institutions were forced to submit correct data, AICTE found that over one lakh (one hundred thousand) teachers existed only on paper, were working without the requisite qualification, or were teaching at multiple institutes as full-time faculty.

In 2019, the Ministry of Education and Sports ordered the online registration of all teachers in Kwania to streamline their services and help clear ghost workers. According to the Ministry of Education records from January, over 15,000 teachers turned up for the validation exercise with fake documents, whereas 52,900 teachers were registered under the Teacher Management Information System and received certificates.

A science teacher is accused of working in 25 Kasturba Gandhi Balika Vidyalaya simultaneously for 13 months and taking home approximately Rs 1 crore as salary. The police arrested one of the multiple persons impersonating the science teacher, using her academic records. The minister of education ordered a probe into the records of all 746 residential schools for girls. A First Information Report on the charges of dishonesty, cheating by impersonation, forgery of valuable security, forgery for purpose of cheating, using a forged document, was lodged against her.
