Thanks to the introduction of a new biometric census system, education authorities discovered the presence of 47000 fictitious students in public and private universities in the capital Conakry. Thanks to this information, the government will able to better equip its universities and teaching staff, by making sure that funds are directed where they are most needed. The Minister of Higher Education has indicated that this process may also pave the way for the introduction of an automated university access system.

The director of the Office of Anti-Corruption in Public Area 3, said that ten more north-eastern schools have been found with bogus students on their rolls, allegedly to facilitate the directors' transfer to well-known medium- and large-sized schools where parents are willing to pay admission bribes. This probe followed an investigation at Kham Sakae Saeng School in Nakhon Ratchasima where its new director found a list of 196 "ghost students" suspected of being put on the roll to get more government subsidies.

Ghost teachers and ghost schools are a burden on the education system in rural areas of Balochistan and the government needs to take concrete steps to repair the damage that is caused to its children and their future. Most public schools lack basic facilities like boundary walls, chairs, toilets, clean drinking water, electricity, and even teachers, not to mention the absence of study material like course-books and other infrastructural needs. Authorities continue to pay teachers despite their wilful absence and a great number of them are hired based on political affiliation rather than their qualification and educational achievements.

Many Indian students fall prey to unscrupulous middlemen and end up being admitted to fake or sub-standard universities after spending substantial amounts of money. In order to help students authenticate courses and institutions in America and prevent fraud, the United States Embassy in India is launching a specially designed app. The US app developed as a pilot project in partnership with an Indian visa and immigration consultancy firm will provide guidance from trained advisories and information on scholarships.

The Provincial Inspection Team (PIT) detected embezzled amount of Rs19.4 million from just 24 Iqra Farogh-e-Taleem Voucher Scheme (IFTVS) schools in Mansehra instead of the 89 schools registered by the KP government. The Provincial Bureau of Statistics (BOS) survey identified 23,071 out of schoolchildren for their enrolment in district Mansehra. However, the PIT inquiry found, “the data collected by BOS was erroneous as per 100% validation by district programme officer only 4,183 students were physically available, whereas the PIT also found a huge variation in the data.”

287,000 ghost students were found registered in schools under the Punjab Education Foundation (PEF) programme. Schools, government officials, and NGOs are suspected to be involved in the preparation of a fake record Rs1.1 billion per year. A special audit of the funds received by PEF is being conducted and strict measures will be taken against the officers involved in this corruption case.

The Financial Prosecutor's Office has launched an investigation at the Ministry of Education regarding the education provided to Syrian refugee students funded by the United Nations, the World Bank, the European Union, and Germany. The list of children enrolled for evening classes in the 346 State schools includes a far greater number of students than those who actually attend them. The amount missing is calculated by multiplying the number of 15,000 ghost students to the $600 that donors allocate each year for every registered student. $9 million disappears each year since 2014.

Corruption is “a pernicious undercurrent” in every country, writes a researcher at International Higher Education at Boston College. In Armenia, Lithuania, Russia, and Ukraine, instructors face the dilemma of either ignoring cheating or taking the risk of dismissing students whose fees sustain the university. One study in Russia found that 72% of students in public universities had plagiarized from the internet. In India, the “survival of many small private universities depends on payments to government officials, recruiters and visiting committees, and fees paid by non-attending students”.

The University Grants Commission (UGC) has declared 24 universities in the country as fake. According to the UGC, universities can confer degrees only if the university is established under a Central, State-Provincial Act or by an institution, which is a deemed-to-be university. Besides, institutions specially empowered by an Act of Parliament may also award degrees to students.

A social activist alleged that large-scale corruption was being carried out in the District Education Office and nine girls’ schools in Bazgarha, Kamarkhel are locked. Dozens of female teachers of these closed schools are still receiving salaries at home, but paying a considerable portion of their salaries as a bribe to specific frontmen of the District Education Office. According to local sources, this practice of mismanagement is continuing since 2015.
