    Zero corruption campaign warns against systemic corruption in schools

    Zero Corruption Campaign (ZCC), a civil society organisation that focuses on promoting integrity, accountability, and transparency in the services of public sector institutions, has warned the country’s school authorities to stop collecting money as additional fees for students pursuing their education in 2022/2023. The ZCC said such practices were tantamount to corruption and a deliberate attempt to undermine quality free school education.

    To prevent the forging of information, a new digital platform will allow learners from primary to university levels to have an identification number. Schools will update data about their learners, teaching and non-teaching staff, infrastructure and facilities including physical education and sports through their online EMIS user accounts. The new system is aimed to eliminate ghost workers and improve transparency and accountability across the country.

    Code of conduct critical to enhancing teacher accountability in Malawi

    To enhance teacher’s standards and accountability in education systems, Malawi’s Ministry of Education is developing its teachers’ policy, including the Teachers Code of Conduct (COC) with the support from UNESCO’s Norwegian Teacher Initiative. The CoC will include teachers from Teacher Training Colleges and should denounce corporal punishment.

    We should be focusing on absenteeism among teachers, not just students

    Data from the Department of Education’s Office for Civil Rights shows that 29 per cent of teachers were considered chronically absent, missing more than 10 days of school in 2015-2016. This is near twice the 15 per cent of students who are chronically absent. As a result, a number of school districts included teacher and student absence measures in their school accountability system.

    Maintain asset details of school teachers, Tamil Nadu government

    The Madras High Court had asked district educational officers to keep a separate record of the asset details of the teachers working in the state’s public school. All teachers could buy new properties and vehicles only after permission from the government. In addition, in order to ensure the teachers are on time, a biometric attendance system was introduced for all teaching and non-teaching staff.

    NAB to probe Rs4bn corruption in PM Education Reform Programme: Report

    National Accountability Bureau (NAB) officials have started collecting evidence pertaining to alleged corruption and financial mismanagement of at least Rs 4 billion in the Prime Minister’s Education Reform Programme. The former prime minister had given at least Rs 4 billion to improve the conditions of 423 federal public educational institutions that come under the purview of the Capital Administration and Development Division (CADD) through the Prime Minister’s Education Reform Programme. Corruption and financial mismanagement has allegedly been done in funds allocated for paint jobs, furniture procurement, and construction and renovation projects.

    Tighten noose around corruption: NCCE

    Only a select number of school-level accountability initiatives in low- and middle-income countries have reduced corruption; improved managerial, parental, and teacher effort; and led to more efficient targeting of reforms and resources. These limited successes, too, appear to be context-specific and difficult to replicate. It is not enough to put information in the public domain and hope that it enhances accountability, especially since marginalized parents and communities have the least amount of time, resources, or influence to take up the reins of structural change. Information interventions need to consider carefully the audience, design, and presumed causal pathway to improved service delivery.
