At the request of the Royal Government of Cambodia, The World Bank supervised diagnostic surveys of public officials, citizens and enterprises in Cambodia in November and December 1999. The study shows that citizens, enterprises and households are each willing to contribute to the solution to the governance challenge. It provides an empirical basis for developing a concrete action plan to begin to address the deep and pervasive governance weaknesses impending Cambodia's development. It identifies problems, particular areas of weak governance, public administrative characteristics associated with weak governance, and even reform measures supported by public officials. This study is intended both to complement other recent and ongoing work and to provide a factual basis for greater consensus about what is to be done. A copy of the questionnaire is included.
