Corrupt offences committed in the education sector in Madagascar involve professional abuse, abuse of influence, unlawful gifts, favoritism, and conflicts of interest. Students bribe their teachers to obtain better grades or admission to a higher class. The conference on ‘Strengthening integrity and fighting corruption in higher education’ organized by the Graduate School for Economic and Social Development, and the Independent Anti-Corruption Bureau is a call for students, directors, and teachers to be made aware and educated about the fight against corruption.

According to a survey conducted by Transparency International Madagascar, 84% of students are victims of sexual corruption. The most common modus operandi is first to lure a student and then offer a good grade in exchange for a sexual favour. The Confederation of Teachers' Unions has denounced the existence of a protection network for guilty teachers within the Ministry of Higher Education.

The higher education and research minister has warned new students to make sure they enrol in higher education institutions that are authorised and accredited by the state. During the past few years many new private institutions had opened as the numbers of young people qualified to enter higher education increased but places in public universities remained low. She stressed that “the ministry refuses to ratify or recognise the diplomas of institutions without authorisation.”

A survey conducted by Transparency International in Ghana, Madagascar, Morocco, Niger, Senegal, Sierra Leone, and Uganda covered 8.500 parents, head teachers, heads of Parent Teacher Associations and district education officers. The reports show a lack of budgetary information in school and call for strengthening school financial regulations, clarifying responsibilities, empowering school committees, and engaging with school communities and parents.
