    The Lieutenant Governor of Delhi recently granted permission to the Anti-Corruption Branch to conduct an investigation against four serving and retired vice-principals of Delhi government schools under the Directorate of Education who allegedly paid salaries in the name of 'ghost guest teachers'. An audit carried out in 2018 observed that salaries were paid to individuals who did not work for the school, including the wife of a vice-principal.

    World Bank suspends DR Congo school funding over fraud

    The World Bank has suspended the first tranche of $100 million in a programme to fund free schools in DR Congo after a November report found fake invoices, lists of teachers filled with fake names at non-existent schools, and alleged embezzlement of 63 billion Congolese francs ($31 million). Two senior officials, including the head of teachers’ payroll, are in pre-trial detention.

    The All Meghalaya Minority Students’ Union (AMMSU) have filled a complaint to the commissioner and secretary of the state regarding the BPN Zaman Girl’s UP School. According to the president of AMMSU, a local of the village of Phersakandi, no one has heard or studied in this school. However, since 1992, grants have continued to come to the school and its fake teachers, and public funds have been misused for decades.

    In 2018 an audit conducted to review the Basic Education Community Schools program authorized by the Public Accounts Committee revealed over 2000 ghost schools on paper but no teacher on record. Several years have passed and new cases have been reported. Yet criminals continue to embezzle money to bribe government officials to allow fake teachers to keep fake jobs and usurp salaries of honest teachers and deserving students.

    Sindh Anti-Corruption Establishment has found corruption and misuse of authority in Sindh Education Department district Jacobabad involving illegal inducting of hundreds of fake teachers, getting illegal financial benefits in the name of fake employees’ retirement, pension and death claims from department and life insurance company. The investigation continues after the fraud of millions of rupees has been reported, as well as the illegal role and abuse of authority from officers of the Education and Finance Departments.

    Somaliland: 954 temporary teachers join government payroll

    High-ranking government officials attended an ostentatious ceremony held by the president on Tuesday where he ordered that 954 teachers found to have been teaching at 1081 schools across the country be given permanent positions at the Ministry effective from that day. Early October 1626 positions out of 6448 were found to be ghost 'employees' by the Somaliland Civil Service Commission (SCSC ). Out of that number, 954 were found on Ministry of Education payrolls, a number that did not physically exist but whose salaries were being drawn fraudulently. Neither the government nor the SCSC charged anybody on the grand theft of public resources.
