The Ministry of education will probe private schools over irregularities in the fight against corruption. The education minister and the Board of audit and inspection will soon jointly select private schools suspected of mismanaging their schools. They will only investigate those which are suspected of mismanagement and corruption, rather than doing random investigation.

Private and public universities in South Korea have engaged in creative accounting practices resulting in excessive hikes in tuition fees, the state audit agency said. Wrapping up an investigation into 35 randomly chosen universities, including nine public institutions, the Board of Audit and Inspection said the institutions had habitually manipulated their accounting books over the past five years to justify steep rises in tuition expenses.

The government will adopt stricter measures to verify overseas academic diplomas and tighten its monitoring of universities hiring staff with such qualifications.

Education policy and reform plans of the government administration are focusing on two key words: autonomy and competition. Now, these two words are rare commodities in the education sector, which is currently engulfed in a series of corruption scandals, well illustrated by the former top educator of Seoul.

In an unprecedented crackdown on academic misconduct, as many as 179 university professors from some 110 universities in South Korea were indicted on Monday after an extensive criminal investigation into a huge copyright scam. The professors have been charged with republishing existing textbooks written by others under their own names by modifying the covers with the alleged connivance of the publishing companies.

The 36 government-run universities in South Korea scored 5.88 out of 10 in a corruption survey by a state-run watchdog on Wednesday, marking a modest improvement from the year before, but indicating an ethical lapse in the research lab in particular. In order to measure the level of corruption, the study looked at factors such as research, administration and contracting with outside vendors. It also examined the frequency of corruption scandals as well as any other act that might compromise the credibility of the institutions.
