Under the Organic Law on Intercultural Education (LOEI) and government directives on measures for prevention, containment, the emotional and economic stability of the educational community, the Ministry of Education prohibits any type of financial contribution by parents for the renovation of classroom façades or any other end-of-school-year expenditure. The Ministry guarantees the right to free education, monitors irregularities, and punishes any cases of misconduct.

The "La Escuela es Nuestra" program was launched in 2019 as an initiative of the Federal Government in Mexico with the overall aim of improving the infrastructure and equipment of public basic education schools. There have been cases of corruption related to school feeding in the municipality of Santander in Colombia. The contract worth $30 million, intended for the children of Santander, was awarded to a company with no expertise in cooking or nutrition.

The Ministry of Education's Open Data Portal is a platform that provides access to detailed information about educational establishments, institutions, enrolments, hiring, and other related data. In many cases, the data published on the site is in open format, which means that it can be easily downloaded and reused.

The report focuses on the discovery of thousands of ghost teachers and pupils in Columbia, which came to light during the annual audit by the Ministry of Education. This state audit was carried out in 36,000 education secretariats across the country. 

A research director from Mexico mentions that corruption is at the heart of the education system and that it is imperative to fight this scourge for the achievement of all students. He addresses various forms of corruption, particularly corruption related to the allocation of teachers to schools.
