The Commissioner for Education, Science and Culture says there are three major kinds of corruption in the West Africa’s educational system: manipulation of girls, favouritism when it comes to admission into higher institutions and sex for marks. Young girls often fall prey to teachers, among others “who make the education sector the worst hit by corruption. A scholarship programme has been put in place in order to protect these young girls and strengthen the educational terrain.

Nigerian academics argue that the Joint Admissions and Matriculation Board, the sole agency permitted by law to conduct entrance examinations for all tertiary institutions in the country, needs to be decentralised and modernised if it is to stand any hope of dealing with the rampant corruption being uncovered within the body. JAMB has attracted a great deal of media attention over the past few weeks as a result of public hearings into several cases of corruption, particularly relating to the sale of official scratch cards, the biometric cards issued and used by JAMB for on-line registration of all examinations candidates.

The post-Unified Tertiary Matriculation Examination or post- gives universities a second chance to screen prospective students who have come through the national matriculation examination system. Earlier this year, the Education Minister announced that the government had lifted a ban imposed in June 2016 on the post-UTME. But the Ministerwarned against institutions charging exorbitant fees for the exam and directed the Joint Admissions and Matriculation Board or JAMB to compile a list of institutions charging above NGN2,000 (US$5.50), according to a local media report.

Experts from many African and European countries have blamed lack of transparency and unethical practices as some of the reasons preventing Nigerian universities from making the list of best global institutions. Transparency in admissions, teachings and university administration were some of the criteria used for judging the best universities worldwide. They further said that Nigerian universities must train students on character and integrity for them to compete globally.

Protests in cities across Nigeria and widespread condemnation followed this year’s Unified Tertiary Matriculation Examination, the national university entrance test sat by 1.5 million would-be students. Computers froze, multiple results were issued and tens of thousands of candidates were relocated to different exam centres without being told. The Joint Admissions and Matriculation Board or JAMB has been accused of being incapable of handling the electronic entrance exam. Parliament and civil society groups have called on the government to initiate reforms to rescue the board from alleged lethargy and inefficiency.

The Joint Admissions and Matriculation Board or JAMB, the sole agency mandated to conduct entrance examinations for universities in Nigeria, has held its first computer-based tests for more than 1.4 million candidates at some 400 information and communications technology, or ICT, centres countrywide. “This system was thought out as the only way, for now, that can address the challenges of examination malpractices.”

The Independent Corrupt Practices and Other Related Offences Commission, ICPC, in conjunction with the National Universities Commission, NUC, is set to beam its searchlight on corrupt practices in the Nigerian universities over a chain of petitions received by the anti-graft commission. Abuses highlighted include admission processes, conduct of examinations, appointments and promotion of staff, and manipulation and falsification of academic records such as transcripts.
