The National Commission for Information Technology and Civil Liberties, seized by students from several higher education institutions, will ensure the legality of these virtual monitors.

These initiatives are aimed at resolving problems of poor governance in the areas of health and education. For example, the "fair of ideas" competition involves awarding small donations to civil society organisations to combat corruption and encourage citizens to demand better health and education services.
