Many instances were witnessed across the country, where parents arrived at schools to return free uniform material vouchers which were invalid. There were also instances where parents complained of the insufficient value attached to these vouchers, and where parents were unable to purchase quality material for a specified price. Against this backdrop, several teachers and principals’ associations staged a joint media briefing in Colombo, highlighting the fact that teachers, students and parents, have been inconvenienced by the new voucher system.

A series of incriminating reports in 2015 indicate that corruption has hit several parts of the education sector. The ongoing Government audit of schools across the country has unearthed massive abuse of levies collected from parents and guardians purportedly to fund development of learning infrastructure. From the 1 800 (18 percent) schools audited so far, there are indications of massive doctoring of accounting records by the schools.

The Maputo City Court on Thursday sentenced eight people to prison terms of between one and 20 years for their part in a fraud which had diverted 33 million meticais (about 825,000 US dollars at current exchange rates) from the coffers of the Ministry of Education between 2008 and 2011.

A Sydney businessman accused of ripping off foreign students is continuing to run his operation despite facing 22 charges of fraud and misconduct. According to a former employee, the company, posing as the client, sets up fake email accounts to try and obtain visas, in direct infringement of The Migration Act.

The Kaduna State government has uncovered about 33 phony primary schools in some local government areas. The fake schools were detected during the first phase of biometric verification exercise of state employees ordered by the Governor. The government, which pays about N3 billion monthly as salaries and allowances to its employees, was said to have saved N120 million from fake employee disbursements in the first phase of the exercise.

In a scam unearthed recently, for over 14 months, hundreds of public servants in Wakiso district in Uganda were receiving salaries many times higher than what they are entitled to under their grades. So far, 183 teachers have admitted to have benefitted from this payroll fraud amounting up to 2.3 billion Ugandan shillings.

A senior US official has called for independent verification of Afghan government figures on the use of US education aid following claims by Afghan ministers that the previous government had provided data on US-funded school and higher education projects that were flawed, tempered and exaggerated, and had interfered with university entrance exams. These allegations suggest the existence of ghost schools and teachers that are being paid for with US aid money.
