The Minister of Higher Education commissioned a report into the affairs of Unisa, Africa's biggest open distance learning institution. There have been claims of maladministration, as well as tender irregularities, allegedly involving the University's Vice Chancellor and principal. The report found that Unisa has been plagued by governance issues since 2016. It included the flouting of procurement processes, irregular appointment of staff members, as well as huge salary increases.

False qualifications damage the South African economy in several ways: they reduce productivity, increase expenditure, damage reputation, undermine confidence in the education system and reduce tax revenues. The new book “Corrupted: A study of chronic dysfunction in South African universities” is an account of chronic corruption rooted in a political economy framework combined with a lack of governance and management capacity and academic integrity. These universities are all located in resource-poor areas where the university is the main source of funding and an opportunity for corruption, ranging from contracts (such as building projects) to services (such as transport), to student accommodation and the sale of fake certificates.

Ethical bodies in Sub-Saharan Africa face challenges in their capacity to perform their work due to a lack of ICT resources and academic training in ethics and regulatory affairs. €1.5 million (about US$1.62 million) has been granted to Benin, the Gambia, and Ivory Coast to install the Research for Health and Innovation Organiser software, a cloud-based platform that could make the work of such bodies more efficient while enabling them to improve ethical conduct and research integrity, review processes, build capacities in oversight and monitoring.

Four Eastern Cape Department of Education officials and a businessman are facing charges of corruption, fraud, theft, and contravention of the Public Finance Management Act for R59 million meant for schoolbooks. Under the pretence that schools were adequately resourced with textbooks, they decided without permission from the National Treasury to shift and use 80% of the budget for the procurement of supplementary resource material, mainly IT equipment and photocopiers.

Four former senior officials from the Eastern Cape Department of Education and a company director have been arrested on corruption charges involving the purchase of textbooks for students. The senior education official bypassed the department's supply chain process by obtaining a Supplementary Resource Material (SRM) agreement that was not required. Reports allege that the official received a bribe in the form of two laptops and a mobile phone from the company that received the R59 million for the SRM material.
