    Government suspends teacher transfers to allow audit

    The Ministry of Education has suspended the recruitment and transfer of new staff in all government schools until a national public service payroll audit is completed. Teachers will have to be physically verified by the office of the Auditor General and those absent will not be counted. The Education Service Commission said that in October 2022 the government payroll had over 1, 000 ghost teachers.

    Two Maharashtra education department officials held for taking bribe from Pune teacher

    A teacher working for a school in Pune approached the Anti-Corruption Bureau (ACB) complaining that two accounting officers of the state education department demanded a bribe of Rs 6,000 from him to verify documents relating to wage fixation under the Sixth and Seventh Pay Commission scheme. The ACB arrested them, and a first information report was registered under the provisions of the Prevention of Corruption Act.

Those who cannot afford to pay are deprived of equal access to quality education.

    The education department has released a list of ghost employees at different schools in the region, following which 79 employees will be suspended. These employees include 8 high school teachers, 8 junior schoolteachers, 10 primary school teachers, 4 Sindhi language teachers and 2 headmasters, as well as non-teaching staff. The Sindh Education Department said that all the employees belonging to schools in Karachi have been absent from school for 8 months but were receiving a salary.

    Government schools in the Manghopir area of Karachi are in dilapidated condition. School buildings are deprived of water, electricity, and other basic amenities. In the Government Boys Primary School Haji Mehmood Goth in Sarmastani Mohalla there is only one teacher for 137 children. Despite the biometric system, the rest of the teachers have been receiving their salaries at home for the last two years.

    Sindh to shut down 10,000 ghost schools

    Sindh Education Curriculum Department has decided to shut down 10,000 “not viable” or inactive schools across the province. The Supreme Court has issued orders to shut down ghost schools and act against teachers who have been receiving salaries without performing their duties.

    World Bank suspends DR Congo school funding over fraud

    The World Bank has suspended the first tranche of $100 million in a programme to fund free schools in DR Congo after a November report found fake invoices, lists of teachers filled with fake names at non-existent schools, and alleged embezzlement of 63 billion Congolese francs ($31 million). Two senior officials, including the head of teachers’ payroll, are in pre-trial detention.

    A social activist alleged that large-scale corruption was being carried out in the District Education Office and nine girls’ schools in Bazgarha, Kamarkhel are locked. Dozens of female teachers of these closed schools are still receiving salaries at home, but paying a considerable portion of their salaries as a bribe to specific frontmen of the District Education Office. According to local sources, this practice of mismanagement is continuing since 2015.

    Science teacher’s art of fraud

    A science teacher is accused of working in 25 Kasturba Gandhi Balika Vidyalaya simultaneously for 13 months and taking home approximately Rs 1 crore as salary. The police arrested one of the multiple persons impersonating the science teacher, using her academic records. The minister of education ordered a probe into the records of all 746 residential schools for girls. A First Information Report on the charges of dishonesty, cheating by impersonation, forgery of valuable security, forgery for purpose of cheating, using a forged document, was lodged against her.
