The Inter-University Council for East Africa and member states from the East African Community need to address the issue of poor quality of education in private universities operating without minimum requirements. Members of the East African Legislative Assembly are concerned about those “quack universities” where students are tricked into enrolling but later fail to graduate after the universities have closed. This is the case of Kampala University, which opened a branch in Juba but closed without informing students, leaving them stranded.

The University of Johannesburg (UJ) is the first South African tertiary institution to use blockchain technology as an additional security measure to protect its certificates against alteration or falsification. The Director of Central Academic Administration calls on all tertiary institutions to collectively improve the integrity of their qualifications and enable companies to verify their qualifications easily and at no cost, which will help to prevent certificate fraud and curb counterfeiting.

In 2018 the Higher Education, Science and Innovation Department had successfully prosecuted 40 fake institutes. However, by the end of 2021, the number of institutions offering fake bachelor’s and doctoral degrees has increased. During an awareness campaign on bogus colleges, officials will address the dissemination of information related to these higher education organisations.

2,400 students from the colleges of agriculture, environmental and human sciences and engineering have had their marks withheld by UNISA due to concerns over cheating. Over 750 warning letter have been issued and other 200 cases were still outstanding. The consequences of cheating can results in disqualification from future tests or examinations, and exclusions or expulsions from the university.

Public registers of individuals claiming false qualifications, as well as institutions offering these, should be established, the SA Qualifications Authority. The draft national policy, which is now available for public comment for the next 30 days, outlines the creation of these registers defining what is meant by misrepresented qualifications, outlining the process for how they will be dealt with, and detailing the various roles and responsibilities expected. Ultimately, only those found legally culpable of qualification fraud would be included on registers.

In South Africa, an incident at a school in Soweto revived the debate over false teacher qualifications. This week, a former primary school teacher stabbed a director who had suspended him. The teacher was dismissed after the school discovered, following a complaint from parents, that he had lied about his qualifications and had no diploma. According to the South African Council of Educators, dozens or even hundreds of teachers lie about their qualifications.

Pretoria – A task team has been set up to investigate how a Life Sciences matric exam paper was leaked in Limpopo, the Basic Education Minister announced on Tuesday. The task team will be charged with establishing the source of the security breach as well as the spread of the access to the question paper. Among the possible outcomes of the scale of the leak is that learners at the affected school could be asked to rewrite the exam.

Government’s plan to draft in a policy to target qualification fraud is expected to reap positive results for South Africa, including ensuring that South African tertiary institutions are not robbed of the reverence many of them have earned for decades. One of the main benefits would be that CV verification will become standardised, ensuring accuracy and no room for deviation, in both the public and private sectors.

The Deputy President says a proposal to deal with the problem of fake qualifications is being prepared and will soon be presented to Cabinet for approval. He said the Minister of Higher Education and Training has already requested that the South African Qualifications Authority establish a national register to list names of individuals who have misrepresented their qualifications or who have invalid qualifications.

Forty-two bogus colleges and universities which offered fake and unaccredited programmes have been shut down, the Department of higher education and training said. They include three bogus universities which purported to be US-based and offered degrees in 15 days. They are Barkley University, Study for Career Success and the Fargo University.
