The Polish government has introduced measures to combat corruption in the National Centre for Research and Development (NCBiR), including increasing oversight by the Ministry of Science and Higher Education. Reports of misuse of funds and irregularities in grant allocation have prompted investigations and led to changes in the NCBiR's operations. The Bureau of the Council of Europe's Steering Committee for Education is discussing the creation of a European observatory for ethical integrity and transparency in Higher Education, a landmark initiative against educational fraud. The observatory aims to tackle the growing problem of fake diplomas with objectives such as data collection, promotion of ethical practices, prevention of corruption and international cooperation. Despite bureaucratic, financial and legal challenges, this initiative offers considerable potential benefits for the quality and reputation of higher education in Europe.

The recent ETINED plenary in Paris gathered representatives from 35 European countries to discuss the significance of integrity in higher education. They emphasized the need for ethical principles, transparency, and integrity in education, alongside measures to counter education fraud. The platform shared good practices, including a recommendation on countering education fraud and a forthcoming publication on legal responses and case studies related to education fraud. Discussions covered AI's impact on education, student-centric approaches, and plans for an observatory to combat education fraud.

In Albania, citizens are frequently asked to pay a bribe when using basic public services. As revealed by Transparency International Corruption Perceptions Index surveys, the sectors most vulnerable to corruption, according to Albanian respondents, include politics (92%), the judiciary (81%), healthcare (80%), education (70%), police (58%), and civil services (52%). To combat this, Albania has launched Spak, a specialized anti-corruption body made up of a prosecution office, a national investigation bureau, and special courts.

Six Iranian and Azerbaijani nationals have been arrested for stealing and selling questions and answers from the Scholastic Aptitude Test (SAT) that foreign students take for admission to universities in the United States and Turkey. The suspects allegedly charged the “buyers” between $2,000 and $3,000 for the questions provided in their network called “quarantine houses”. While searching the addresses where the suspects were arrested, Turkish police found SAT admission papers, official test question books and a host of digital evidence.

To increase the marketing of their services, essay mills are now using comparison websites. According to an expert on academic integrity and cheating, there are over a thousand sites on one comparison site. Many of these sites provide buy-one-get-one-free or loyalty schemes, and when students try to withdraw, they can become the victims of blackmail, targeted by fake legal letters. The UK Government is introducing legislation to ban essay mills and advertising for them, but as most are based overseas, experts fear they are beyond the reach of the legislation.

100,000 pupils have been missing from school rolls during the past two years. The Government has announced that a national register would be introduced to assess how many pupils were not in school across the country. The Schools White Paper announced that laws would be introduced to modernise how attendance is recorded, with a “national data solution” used to track attendance and provide a “safety net” for vulnerable pupils at risk of disappearing from school rolls.
