During a Senate hearing on Charter change in the Philippines, concerns were raised by education experts regarding the potential risks associated with opening higher education to foreign ownership. An education adviser highlighted the country's reputation for diploma mills, warning that it could attract low-quality foreign universities instead of prestigious institutions. Despite debates over Resolution of Both Houses (RBH) 6 which proposes opening up higher education to foreign ownership, concerns persist regarding the regulation of substandard institutions and the potential commercialization of education.

The government in Bangladesh is working on a new law to tighten regulations for private universities, aiming to enhance transparency and governance. The proposed amendments include a requirement for one-third of board trustees to be academics, restrictions on trustees' benefits, and empowering authorities to appoint observers at universities facing disruptions. The draft law also introduces quality assurance cells to maintain education standards, emphasizing the need for better governance amid concerns over corruption and irregularities in private higher education.

The government in Bangladesh is setting up more private universities even though the number of students and teachers at such higher education institutions has been dropping for the last four years. According to the University Grants Commission, private universities are failing to provide quality education, and, in some cases, they were set up without adequate planning as approval was allegedly obtained using political connections. Under the Private Universities Act, a university must own a permanent campus within seven years of its launch. 77 universities are over seven years old but only 26 have permanent campuses.

False qualifications damage the South African economy in several ways: they reduce productivity, increase expenditure, damage reputation, undermine confidence in the education system and reduce tax revenues. Governments and businesses need to tackle this problem, particularly by enforcing existing restrictions, improving the quality of education and training, setting up a centralized system for verifying qualifications and applying sanctions against those offering false certificates.

The Zimbabwe Women Against Corruption Trust Director urged the government to improve the working conditions and remunerations for teachers and investigate on the issue of extra lessons. Teachers in public schools are asking money for in-class extra lessons from students, which is fuelling discrimination against other learners. Those who cannot afford to pay are deprived of equal access to quality education.

The Inter-University Council for East Africa and member states from the East African Community need to address the issue of poor quality of education in private universities operating without minimum requirements. Members of the East African Legislative Assembly are concerned about those “quack universities” where students are tricked into enrolling but later fail to graduate after the universities have closed. This is the case of Kampala University, which opened a branch in Juba but closed without informing students, leaving them stranded.

The new national agency for the evaluation and accreditation of Higher Education institutions and research centres in Tunisia aims to strengthen the competitiveness of the country’s universities and develop a research system of international quality. However, the Union of Tunisian University teachers criticised the establishment of the agency and called on the Ministry to be transparent and explain how the agency will be funded, at what cost to taxpayers, and what accountability mechanism will be used to stop the wastage of public money and nepotism.

Chung Chou University of Science and Technology (CCUT) has been forcing students from Uganda to work in factories for long hours to pay off debts they incurred since they did not receive the promised scholarships. The university had been under observation for quality issues since 2015 so this new element persuaded the advisory commission on private schools to ask the Ministry of Education for tougher sanctions against CCUT which is no longer allowed to recruit any new students, whether foreign or domestic.
