This was one of the conclusions that we, Transparency International Lithuania *, made after measuring the impact of Participatory Budgeting (PB) initiatives in two Vilnius district schools.
Corruption, fraud and other forms of unethical behaviour are problems that higher education faces in both developing and developed countries, at mass as well as elite universities.
In Lithuania, we wanted to test easily implemented measures such as integrity pledges to boost the culture of integrity at schools and see how effective these measures are in practice.
This study of corruption and ethical misconduct in the education sector was conducted in Ulaanbaatar and four aimags: the regional centers Dornod, Darkhan-Uul, Orkhon, and Khovd.
