The International Institute for Educational Planning (IIEP) is a UNESCO institute specialised in providing knowledge, training and support to countries on educational planning and management. As an EOL Global Learning Partner, IIEP develops activities for EOL grantees on issues relating to transparency and accountability in education, and on better engaging civil society organisations in educational planning.

IIEP has 60 years of experience in helping governments and education actors improve the management of their education systems though education sector analaysis, policy development, policy implementation and through monitoring and evaluation.

IIEP is convinced of the important role that civil society actors can play in improving equity, transparency, and acountability within the education sector, and is putting its knowledge in the hands of Civil Society Organisations through the GPE EOL programme, with an aim to ensuring that civil society actors have the knowledge and tools to fully engage in educational planning and management.

IIEP has over 20 years of experience in conducting research and carrying out capacity-building activities on issues related to transparency, accountability and anti-corruption measures in education. The institute has recently completed two major international research projects on open school data and open government. Online Course on the Basics of Educational Planning and Management

18 March - 14 April 2023

This course aims to provide CSO's with a basic understanding of how educational planning and management processes work, so that they can play an active and influential role in shaping their country's education policies to better meet the needs of their communities.

By the end of the course, participants will know how to:

  • Describe the main steps and actors involved in the education sector plan preparation & implementation
  • Analyse how key civil society concerns are reflected in the education sector diagnosis of your country
  • Identify strategies to advocate for policies that address the most pressing education issues
  • Formulate arguments to better advocate for key thematic areas throughout the planning process

Online inventory: Innovative uses of technologies to improve accountability and transparency

Civil Society Organizations (CSOs) are often the ones that take the lead in developing innovative apps, creating online platforms, finding new ways to organize advocacy campaigns on social media and so on – all of which can improve transparency and integrity in the management of the education sector.

It is not too late to contribute to the collaborative online inventory on initiatives developed in the country where you are based, which use technologies in new ways as transformative tools for promoting transparency and integrity in the education sector. If you are working on, or know of, an initiative that could be of interest, please complete our online questionnaire.

Who can participate?

What is Open School Data?

Open school data (OSD) is the process of providing a public account of schools’ internal operations through open access to school information. Data can cover anything from school funding, number of pupils and teachers, facilities as well as textbooks, and examination results.

Why does it matter?

OSD initiatives are powerful approaches for citizens to exert social control over the transfer and use of financial, material, and human resources, hold schools accountable and stand up for their rights.

What is open Government?

Open Government (OG) means the opening up of government data, processes, decisions, and control mechanisms to public involvement and scrutiny, with a view to ensuring inclusive and equitable quality education.

Why does it matter?

By helping to redefine citizen-government boundaries, OG can help improve transparency and accountability in the management of public sectors (including the education sector), and beyond that, the overall public administration culture.

Online course: tools to promote transparency and accountability in education

22 May to 16 June 2023

This course helped better identify and assess potential areas of risk for issues related to transparency and accountability, and provide you with key tools and techniques to address them.

Participants:

  • Enhanced their skills to design a tool to promote transparency and accountability in their own context
  • Had the opportunity to work in a country team to create the necessary conditions for its implementation

Over four weeks, participants were invited to design and implement four major tools, namely:

  1. tracking surveys
  2. school report card surveys
  3. codes of ethics
  4. integrity pacts

Each of these tools has proved its efficacy in improving integrity in educational management, and more specifically in the domains of funding, staff behaviour, and contracting. You were guided through each of the steps involved in their development and will hear from guest speakers who will share lessons drawn from their experience.
