Many Indian students fall prey to unscrupulous middlemen and end up being admitted to fake or sub-standard universities after spending substantial amounts of money. In order to help students authenticate courses and institutions in America and prevent fraud, the United States Embassy in India is launching a specially designed app. The US app developed as a pilot project in partnership with an Indian visa and immigration consultancy firm will provide guidance from trained advisories and information on scholarships.

The Supreme Court of India has dealt a serious blow to deemed universities granting degrees that are delivered by distance or correspondence learning without first obtaining mandatory permission from the statutory bodies. The court suspended the engineering degrees awarded to students on distance courses between 2001 and 2005 by three deemed universities; and annulled degrees granted by those institutions after 2005. It also issued a blanket restraint on all deemed universities obliging them not to carry on any course from the academic year 2018-19 “unless and until specific permissions are granted by the concerned statutory authorities”.

In the latest education scam from Bihar, it appears that students can purchase top-scoring intermediate certificates for around Rs 5 lakh without even having to write the exam. Moreover, many schools and colleges have been getting their affiliations by improper means. All these skeletons are tumbling out in the light of probes launched after a TV sting found this year’s top-scoring students struggling to answer basic questions about their subjects. Most memorably, one top student said that political science is about cooking. The rot in the state of education has certainly been a long time cooking.

The Education Minister has threatened to use Article 44 of the interim constitution in tackling many ugly problems in the country's higher-education sector. Several private and state universities have operated programmes recently without proper permission. The latest scandal surrounds Bangkok Thonburi University (BTU). Though permitted to run a master's degree programme in educational management for 500 graduate students each year, the university has recruited 2,500 students to its programmes annually.

Concerned over fake universities duping students in the country, a Parliamentary panel has sought "exemplary" action against such bodies and those who violate UGC guidelines. In another significant observation, the panel focused on issues related to corruption in All India Council for Technical Education (AICTE). The panel recommended that the HRD ministry improve the accountability and strengthen vigilance mechanism in AICTE.
