The Ministry of Education is to launch an investigation into rotting maize meal for its school feeding programme found at a school. 500 bags of maize meal had been stored at a secondary school and not delivered to the intended beneficiaries. The company Meal Management Services holds the contract for the supply and delivery of food to primary schools in six regions.

As a result of corruption and bureaucracy, millions of new books promised and paid by donors in 2008 were never delivered. About a third of them are still waiting to be distributed to the provinces and lots of the textbooks ordered were so poorly made that they may not last a second year.

The Coalition for Transparency and Accountability in Education (COTAE) has released a procurement report on the educational system in the country. The objective of the project is to ensure that the procurement within the education sector is conducted and executed in a transparent and accountable fashion.

Continuous strengthening of internal financial control and a policy of zero tolerance for maladministration and corruption by the Ministry of Education has led to an unprecedented ongoing investigation by the Anti-Corruption Commission (ACC). In rural Cameroon, government budget allocations and expenditures are still hidden from public view. Focal Integrity Team of Cameroon (FITCAM) managed to convince public officials to disclose information of public interest to community organizations. They then supported citizens in holding authorities to account on local education projects in the Fako Division of Buea, in South West Cameroon. After exposing the corrupt practices of contractors, the Ministry of Public Contracts declared savings of 5,342, 765 CFA (approximately $5,980) through renegotiating contracts relating to a number of projects.

The second university ethics and good governance movement summit has kicked off yesterday in Jimma University. Federal ethics and anti-corruption commission Head said universities should pay equal attention to producing ethical graduates as much as training competent ones. The Head added major construction projects at universities, bids on purchases, student canteen services, etc. should be based on accountability and transparency.

Kampala. The procurement of big ticket and small projects from government is set for a complete overhaul as the service goes online. The Public Procurement Disposal of Public Assets Authority (PPDA), will launch the eGovernment Procurement portal, a web-based system that will see a migration away from the hand delivery of bids to government agencies.

According to the 2013 Auditor General's report, the Ministry of Education, Science and Technology failed to follow procurement rules in the year under review, thus violating the National Public Procurement Authority Act 2004. The report states that procurement procedures were not followed by ministry officials in violation of annual procurement plan of the ministry which stipulates a National Competitive Bidding and International Competitive Bidding methods to procure food for government boarding schools; teaching and learning materials; and textbooks.
