One of the biggest Chinese illegal immigrant networks ever discovered in France was centred on a private business school based in the XVth arrondissement. This network made it possible to channel between 500 and 1000 Chinese immigrants into France annually, mostly young men between the ages of 20 and 25. Once in France, fake certificates attesting to their student status, report cards and diplomas allowed them to establish themselves permanently, without ever having to set foot in a classroom.

At the end of November, for the first time, 500 of INSA Toulouse most recent graduates received a secure card which attested to the authenticity of their engineering degree at their graduation ceremony. The aim of the operation is to fight against cheating and forgery. The cards given to the students are protected against forgery by a nanoparticle marker which is invisible to the naked eye.

In India, university fraud is a national sport, practiced at all levels. Beginning with the former prime minister up to the former Delhi justice minister who allegedly fakes his qualification in … law. The increase in fake qualifications is undoubtedly linked to the lack of universities in the country, with some of the harshest selection processes in the world. Leaving the country to study overseas is so expensive that counterfeit diplomas from international universities abound.

The Deputy President says a proposal to deal with the problem of fake qualifications is being prepared and will soon be presented to Cabinet for approval. He said the Minister of Higher Education and Training has already requested that the South African Qualifications Authority establish a national register to list names of individuals who have misrepresented their qualifications or who have invalid qualifications.

As part of his duties, a clerical officer at the ministry has seen the suspension and even the dismissal of a number of teachers found to have committed wrong in their schools either by abusing their pupils or by embezzling funds. He is now under the microscope himself, accused of holding fraudulent qualifications.

About 3,000 schoolteachers in Bihar, who allegedly used fake degree certificates to get jobs, have resigned till date apprehending legal action. Earlier, the state government admitted that it recruited more than 300,000 contract teachers without verifying their educational and professional degrees. The petitioner of the probe said he has collected documents as evidence through Right to Information queries to prove that thousands of teachers used forged degrees to get jobs.

The National Police say more complaints have been lodged against higher education institutions that are alleged to have issued fake degrees since the Research and Technology and Higher Education Ministry filed a report against one such institution last month. The National Police’s detective division chief said that they were currently looking into reports from the Medan Police in North Sumatra which targeted the University of North Sumatra.

Mozambican education Minister announced at a Maputo press conference the introduction of new academic certificates that will be much more difficult to forge than the present models. The education Ministry is thus reacting to complaints from employers who find that they have hired people with forged qualifications.

After a higher education institution in Jakarta was found issuing fake degrees, the Administrative and Bureaucratic Reform Ministry said that any civil servants possessing such counterfeit documents would face demotion. Administrative and Bureaucratic Reform Minister said on Tuesday that the ministry’s inspectorate was examining the validity of its own civil servants’ degrees and would soon send a notification to every ministry to do the same.

Research and technology and higher education minister said that he would soon publish the names of universities that were alleged to have issued fake diplomas. He said that he had set up a special team to investigate the case and would carry out impromptu visits to the suspected universities in the near future.
