The Uganda government was last evening left searching for alternative sources of funding following the withdrawal of support to the education sector by one of its key donors. The Dutch government announced it was withdrawing funding to a tune of nearly Shs50b (14 million Euro), citing concerns over persistent corruption, poor public financial management and poor standards.

A first-year law student at Makerere University, is eager to use "Not In My Country". The website, launched in May, asks students in Uganda to report corruption in higher education – such as lecturers trading higher grades for money or sex – and lets students rate classroom experiences. Confronting corruption, even at university level, is risky, therefore various safeguards are used to protect identities.

Investigations into alleged misuse of Dutch government funds at Uganda's main university are deepening. The vice chancellor of Kampala's Makerere University is being questioned about 810,000 euros reported missing. And it's not the first time the top academic administrator is quizzed about where money has gone.

A website called Notinmycountry.org targets the corruption faced by students in Uganda. The secured site enables students to report acts of corruption by individuals at universities anonymously using a randomly generated username that cannot be linked to the user.

"The battle against corruption should be taken to schools in order to confront the vice at an early stage", stated a Ugandan Parliament Speaker. She also pointed out that Uganda has suffered repercussions of this vice for a long time, which is why youth should be sensitized to corruption and its effects to avoid the pitfalls of their parents.

After years of piling up paper files, the Education Service Commission (ESC) will soon phase out its manual operations and demand that applicants for a job in the sector resort to electronic applications. The move to electronic means will ease the commission's ability to detect forgeries in applications and employment records.

Kampala. The procurement of big ticket and small projects from government is set for a complete overhaul as the service goes online. The Public Procurement Disposal of Public Assets Authority (PPDA), will launch the eGovernment Procurement portal, a web-based system that will see a migration away from the hand delivery of bids to government agencies.

Uganda joins the rest of Africa to mark the Africa Public Service Day, an annual event that recognizes value and virtue of service to the community. The objective is to raise the image of public service, thus enhance trust in government, collect, document and share best practices for possible replication within a country as well as across the African Continent.

In a scam unearthed recently, for over 14 months, hundreds of public servants in Wakiso district in Uganda were receiving salaries many times higher than what they are entitled to under their grades. So far, 183 teachers have admitted to have benefitted from this payroll fraud amounting up to 2.3 billion Ugandan shillings.

UPE parents will soon be able to report school malpractices using a toll free line which the Ministry of education is establishing. The state minister for primary education said parents with complaints will be reporting directly to his office using the toll free line.
