The governor of the northern province of Nampula has ordered an enquiry of financial mismanagement at the city's main secondary school. The governor ordered that the provincial finance department and the education inspectorate produce a report within a week on the use of about 100 million meticais (about 5,000 US dollars) that is allocated monthly for the maintenance of the school. The school is suffering from broken windows and a shortage of furniture in some classrooms, just four years after it had undergone thorough rehabilitation.

The legal advisor to the Eduardo Mondlane University has denied that there was anything improper in giving scholarships to people who do not work at the university. In 2003 alone, over 147,000 US dollars, money that should have been used to send teachers to take further degrees abroad, in order to build up the institutional capacity of the university, were allegedly spent instead on the Vice-Chancellor's daughter, two children of the head of the universities public relations and 16 others.

According to an in-depth study entitled Effective Delivery of Public Services in the Education Sector, the progress achieved in Mozambique's education system in the last twenty years are is being threatened by diversion of funds, fraud concerning school admission and the awarding of building contracts, as well as by sexual extortion for good grades. The authors of the inquiry underline the urgent necessity to implement an anti-corruption legislation.

Banishing academic dishonesty could help Mozambique nurture original thinkers who are economically efficient and socially suited to develop the country. But this will only be possible if administrators work with professors and students to build strong measures to combat widespread plagiarism, which is hampering the production of quality graduates.

The Mozambican Minister of Education declared “zero tolerance” of academic fraud in reaction to the latest cheating scandal concerning the 12th grade extraordinary examinations held in August. An investigation into 43 of the country's 200 public secondary schools confirmed that cheating had taken place in nine schools, involving 407 pupils

The Maputo City Court on Thursday sentenced eight people to prison terms of between one and 20 years for their part in a fraud which had diverted 33 million meticais (about 825,000 US dollars at current exchange rates) from the coffers of the Ministry of Education between 2008 and 2011.

Mozambican education Minister announced at a Maputo press conference the introduction of new academic certificates that will be much more difficult to forge than the present models.
