After reports of corruption in the process of recruitments to its universities, the Higher Education Department plans to hand over tasks of screening candidates and issuing appointment orders to the Karnataka Examinations Authority (KEA). According to an official, “one university had given a written exam in a sheet of paper that was handwritten and with nonsensical questions’’.

Following a visit to six primary and secondary schools in Chattogram, the Anti-Corruption Commission (ACC) found most of the teachers absent. The anti-corruption watchdog sent recommendation letters urging the Ministry of education to initiate a ‘crash program’ in order to bring discipline in the entire education system. ACC also asked the Ministry of education to take emergency steps to suppress irregularities, corruption, and mismanagement in the education sector.

A Guwahati-based private company employee paid Rs 80,000 to a relative of his who works in the Directorate of Elementary Education to get his wife transferred to Guwahati. On the other hand, a female lower primary school teacher who holds a permanent job and works in a different school has been tired of applying for her transfer to Guwahati for the last five years through the legal process while her transfer remains pending. According to a secondary school teacher, any transfer request is processed in Guwahati only after paying bribes.

The Madras High Court stressed the need for vigilance and anti-corruption departments to investigate details on properties of teaching and non-teaching staff in government schools. Teachers were observed to be increasingly negligent and undisciplined; they are not attending school in time and leaving before school hours. They are also involved in ’’various other activities unconnected with their teaching profession even in the schools’’.

The police accused of corruption and cheating the chairperson in the Haryana State Higher Education, an autonomous body created to promote academic excellence in the state. The main allegations against him include the appointment of staff in the university against the norms, opening of new educational centres, which were not required, extending favouritism, illegal withdrawal of university funds and spending the same on family’s personal expenses by misusing his official position.

Many Indian students fall prey to unscrupulous middlemen and end up being admitted to fake or sub-standard universities after spending substantial amounts of money. In order to help students authenticate courses and institutions in America and prevent fraud, the United States Embassy in India is launching a specially designed app. The US app developed as a pilot project in partnership with an Indian visa and immigration consultancy firm will provide guidance from trained advisories and information on scholarships.

Unethical practices leading to ‘pay and publish trash’ culture is a growing problem in India. One of the research papers authored by two of the university’s professors and a research scholar was retracted due to concerns about the validity of results. According to the University Grants Commission (UGC), the percentage of research articles published in predatory journals is high. So, in order to “identify, continuously monitor and maintain UGC-CARE Reference List of Quality Journals across disciplines” a Consortium of Academic and Research Ethics was launched.

The standard bribe demanded by officials for a teacher transfer in India is around Rs 1-2 lakh. Nevertheless, the government has developed a transparent online transfer policy for schoolteachers. A smartphone or computer, internet access and the teachers’ answers to around 10 queries will now decide the fate of teachers’ transfer requests. This new system is also designed to address the problem of job dissatisfaction and teacher absenteeism.

The Bharatiya Janata Party (BJP) stepped up an offensive against the Delhi government and the ruling Aam Aadmi Party (AAP) over corruption in the construction of classrooms. For the 1,033 schools under the Delhi government, the amount of the budget was 23.51 per cent, while for the 743 schools under the North Delhi Municipal Corporation, the Delhi government allotted only 1.46 per cent from the budget. AAP increased the cost of projects for the benefit of only those it favoured.
