Open school data is a powerful tool. When used properly, open data can promote citizen control over the transfer and use of financial, material, and human resources. Open data can hold local and school authorities to account, improve service delivery, and detect malpractice at the school level – and most importantly, enable citizens to stand up for their right to quality education.
September 2020 marked the launch of the IIEP-UNESCO online course on ‘Transparency, accountability, and anti-corruption measures in education’. Building on IIEP’s research and training activities in the area of corruption in education, this new course aims to bring together different education stakeholders to learn and exchange on practices of corruption, and strategies to address them in different education domains. This online course is organized as part of the Institute’s programme on Ethics and Corruption in Education.
In February this year, Muriel Poisson, IIEP programme Specialist in charge of the Institute’s project on ‘Ethics and Corruption in Education, travelled to Kuwait City to facilitate a capacity-building workshop entitled “Promoting integrity in the education system: Focus on teacher codes of conduct”.
Open school data can foster accountability and combat corruption in education, but only when it is used effectively and any malpractice is addressed with clear consequence. Researchers and national policy-makers attending an International Policy Forum in Manila, organized by the UNESCO International Institute for Educational Planning (IIEP-UNESCO) and the Department of Education in the Philippines, underscored this as they discussed open data initiatives from around the world.
