Social Audit: The "Youth Auditors" Programme of the Office of the Comptroller General of the Republic of Peru

This case study carried out in the framework of the IIEP-UNESCO research project "Open Government: Learning from experience", analyses how the "Youth Auditors" programme developed by the Office of the Comptroller General of the Republic of Peru is implemented in schools, as a mechanism to encourage democratic participation and citizen oversight by regular basic education students in public schools. In addition, it is a tool that seeks to involve students in the improvement and stewardship of educational services.

The study shows how the "Youth Auditors" programme is implemented in schools both face-to-face and virtually. The findings show that the characteristics of the programme foster transparency, collaboration, and participation. In addition, it shows that it is accepted amongst stakeholders as a mechanism that strengthens citizen oversight, accountability, and contributes to improving the quality of educational services.

It concludes that the programme has produced positive results in educational institutions as a tool for citizen training, the generation of ethical values, and the development of competencies for vigilance, participation, collaboration and the promotion of transparency. It also recommends strengthening the programme specifically as a policy of open government in education through articulation with other sectors of the Peruvian state, and the participation of parents and civil society.
