The Stability Pact Anti-Corruption Initiative (SPAI), adopted in Sarajevo in February 2000, was born out of the conviction that corruption is a serious threat to the development and stability of South-eastern European countries. This publication provides policy makers, legislators, businesses, civil society organisations and other stakeholders with an assessment of anti-corruption measures in place and underway in the South-eastern European countries participating in the SPAI. The report analyses the needs of these countries and the gaps in terms of their legal and institutional framework. To end with, it proposes specific targets for reform under the four pillars of action of the SPAI, consisting of: addressing issues ranging from the adoption and implementation of international instruments containing anti-corruption provisions to promotion of good governance, strengthening the rule of the law, promoting transparency and integrity in business operations and developing an active civil society.
