Plagiarism is an epidemic for scholars that needs to be managed. Penalties do not seem to be able to stop people from indulging in it. Manipulation of emotions and values may help in discouraging people from plagiarism.
Improving transparency and accountability in education is a precondition to the attainment of the Sustainable Development Goals. At the same time, an education sector free of corruption is imperative to the promotion of a culture of ethics.
This report presents the main conclusions of a corruption-risk assessment of the higher education sector of Georgia, carried out by the UNESCO International Institute for Educational Planning (IIEP) at the request of the Prime Minister’s Office of Georgia.
